Upcoming named cpu models layer requires exposing all the ID register
fields as properties.

While doing so also move the code to cpu64.c to make it
accelerator-agnostic, and rename the function to
`aarch64_add_idregs_properties()`.

This makes porting this solution to other accelerators easy in future.
