[PATCH 5/6] target/i386: Add EPYC-Turin-v3 CPU model

The following features are supported by Turin but were lacking KVM/QEMU
support until now:
        - TSC_ADJUST
        - CET_SS (Shadow stack)
        - ERAPS
        - BUSLOCK_DETECT

Add a new EPYC-Turin version with these features enabled.
