Since a9660664fde, some iotests use qemu-nbd.
Add a dependency to build it before using it.
This fixes:

  $ gmake check-block

  tests/qemu-iotests-quick.sh

On Linux, qemu-iotests-quick.sh is a bit less cryptic:
