I have uploaded to the contributed repository a new plugin that allows you to build a starter QGIS plugin. This plugin will replace the web tool located at: http://pyqgis.org/builder/plugin_builder.py
The plugin can be installed using Plugins -> Fetch Python Plugins... Make sure you have enabled install of plugins marked experimental. Testing and feedback are welcomed.
