Sure, I've added a warning message when an untrusted user uploads or edit a plugin. The whole process is described in the specs: http://www.qgis.org/wiki/PluginRepository and here: https://github.com/qgis/qgis-django/blob/master/qgis/plugins/docs/introduction.rst I don't have access admin access to the running site, someone who have this privileges should approve (give trust) to plugin authors and/or flag other users as staff so that they can help in the approval process.
