Ah, the impossible metric of knowing how many users there are. Myself I'd guess that the number is (far?) too high for number of users. I've probably downloaded 1.8 at least 10 times myself. While Paulo is right organisations do only download one copy, this is countered by the countless people who download it and: 1) Find it doesn't do what they want how they want - immediate delete. 2) Use it for their one-off task and delete it a few days later.
Number (1) in particular I think has a lot of people in it. But the user count is probably still very high, so well-done to all the devs! If QGIS had a "check for update weekly" kind of feature, that'd give a much better (though still not complete) count of number of users.
