I don't have any rights over this, but that's a +1 for me as well. I would also like to highlight that the issue preventing Ilian and others from using the plugin affects Windows and MacOS users. And since QGIS on Windows accounts for the majority of users (and plugin users ! ) according to QGIS's own metrics this makes targeting and debugging plugins for the most popular platform even more challenging.
As Ilian said, a fix exists[1]. While I did not review the PR, the fix is working for me locally. The author of the PR seems to be a member of OSGeo Japan and maybe he would like to be involved too ?
