Downloaded ogr2ogr. Program ran, created TAB files but they were empty. Does that mean there is a problem with the SHP file? Read through the other web sites couldn't see anything obvious, which it would need to be for me to figure it out. No matter, might hold out for 2.4. Should update at some stage I guess. Can you upgrade to QGIS 2.2 or wait a couple of weeks for 2.4? It uses a new version of GDAL/OGR. Have you checked http://www.gdal.org/drv_mitab.html for possible error sources?
