The ftools plugin has been replaced by some processing algorithms since QGIS 2.16. The functions are still available in the vector menu, but lacking the needed rotation. The MMQGIS plugin offers a similar tool.

As a workaround, you can create a local omerc projection, as mentioned in <http://gis.stackexchange.com/questions/83861/using-customized-coordinate-system-for-archaeological-site-data>
