Yes, I understand how to do that, and this is not the issue.

The problem I have is that when I open the database connection, the layer/table 
list polls the database for each and every accessible item. That takes 
considerable time (I let it finish - the runtime was about an hour and a half).

I am asking if there is a configuration setting to disable this lookup (beyond 
just polling the mdsys.sdo_geom_metadata_table for the schema/table/column 
names) so that I can just open the browser, select a table, and go on without 
waiting for it to load metadata about all the other tables into the browser 
first.

If I understand your question correctly.
I have little experience in Oracle DB's, but in PostgreSQL/PostGIS, you can 
create a Geometry Constraint within your table, which states what geometry is 
within the table, which speeds up QGIS in reading table lists, when loading 
them.
