I have tried two things, with the exact same result (QLGT asks for the tiles, the server no longer complains, but tiles are blank). The first attempt has been by changing your XML definition file, to "downgrade" to WMS version 1.1.1, and remove the "CRS" tag. The other attempt has been at hand crafting the URL using WMS 1.3.0 and adding the "&crs=CRS:84" parameter to the original URL, but I still get blank tiles. Please try the first approach on some parts of the map coverage, I may be looking at wrong coordinates or outside the map's bounding box. Cheers.
