HI!!
AS u said i checked inet.conf on my system.
I had missed an arguement which qmail-popup.
After doing that also it didn't work.
Here are the entries
1)inetd.conf:

I do agree there are no mails in the mailbox of the user.
I am first concentrating on pop service of qmail.
I am sure mail delivery should work.
