This isn't what that message was about. That message was about keeping non-LDAP functionality out in separate patches instead of in one big patch. eg., patch 1 - LDAP core, patch 2 - RBL, patch 3 - SMTP authentication, but which should all be parts of _one_ project. This way code bloat is minimized in the resulting source tree. -- Fools ignore complexity. Pragmatists suffer it. Some can avoid it. Geniuses remove it.
