Having just :allow will allow outside senders to send only to domains in rcpthosts. And will allow people to login with SMTP-AUTH to relay to non-rcpthosts domains.
Well nothing works because tcpserver is denying all connections as you told it to do.
When i put ":deny" in the tcp script and do a make i can't do anything and get also a deny in the smtp log and auth_smtp doesn't work. And yes
