Sorry - but you are touching on a design feature here - not a flaw.

You must realize that there is an extreme amount of checking that goes
on while running ./configure - that's to ensure all the components you
*think* you have installed on your system actually work correctly. Once
the components *that work 100%* are discovered, they are hard-wired into
qmail-scanner-queue.pl.

If all that code was moved into qmail-scanner-queue.pl, then what? Skip
scanner if not found? What if no scanners are found? Should it error or
deliver the mail anyway? What happens if a particular scanner is found -
but it doesn't work correctly?

Too many questions without well defined answers :-)
