How to control message ?

Hi All !

My boss told me he wanna control outgoing and incoming mail.

He want to allow or delete each mail. It seems terrible ,but ...........

How can I config my qmail ??

I tried to redirect all mail to someone by forward and tcp.smtp file.

But It seems stupid if allowed mail will be sent.

Any other solution ?
