Your rite it isn't. I missed that one.

pop-3   stream  tcp     nowait  root    /usr/sbin/tcpd  qmail-pop3d

Thats what is in inetd.conf and I have to admit I don't know how to make it
work.
If you could direct me to some doc's that would help.
I used Adam D. McKenna's qmail HOWTO.to setup qmail and Have looked again it
doesn't apper to be in there. I have just found this doc in FAQ from DJB's
site http://cr.yp.to/qmail/faq/servers.html#pop3d I will have a look at that
and try and get it sorted.
