You said you tried
env TCPREMOTEIP=127.0.0.2 rblsmtpd echo "got thru"
but have you specifically tried
env TCPREMOTEIP=127.0.0.2 rblsmtpd -r rbl.maps.vix.com echo "got thru"
and got the "blackholed" notice?
