This should be fine.  It is necessary to restart qmail after making the change.

To find out if your changes are woking, you can check the qmail logs in /var/log/qmail.

do a tail on the most current log file and look for an entry like this...

997149670.204567 status: local 0/10 remote 54/450

in the remote part, the 54 is the current number concurrent connections open and the 450 is the total allowed conncurrent connections.

If you don't have a entry like this you may need to recompile.

You may also want to look at "Patches for high-volume servers" at qmail.org.
