Doh,  ok  I'm an idiot.  I just checked the headers again,  and it is
indeed a sendmail server sending the offending email.  the odd thing is,
if I telnet to the smtp port on the sendmail server,  and send the
"percent" email,  it denies it "Relaying Denied"  however,   on a message
injected to the qmail server,  and then smtprouted to sendmail,  it does
deliver it.
