Your sendmail must be configured to trust the qmail server in such a way
that it will accept a percenthacked address.  qmail won't refuse such an
address because qmail will accept any local-part for any domain in
rcpthosts.  The whole percenthack issue is a broken sendmail-ism; turn
it off on your sendmail box, even for "trusted" hosts.
