Long story truncated, no because the prefix is defined in a single file in the mailing list directory. There is no provision for looking at an e-mail address and determining what prefix that e-mail address who get, and there shouldn't be.
What I meant was that the domain admin (the guy with the postmaster login) should be able to set the mailing list prefix.
