I've tried placing it on cgi-bin directory but it wont work
Can you tell me how it works so that i can go deeper.

qmailadmin is on cgi-bin directory, try placing .htaccess on it. I don't 
  know if it works or you can also run qmailadmin in another directory. 
Remember to enable cgi on that directory.
