[qmailadmin] qmail limits

hello i had set a quato limit for 1 of our domains.
but the admin of that domain can set all the quota i had set to a another 
limit
i have set the mailbox quota to 10 mb with vqadmin
but it doesn't work

there is a quota file in de domain dir
who can help me ?
