This error is caused by MakeMaker.pm v6.44 module. You probably acquired this by using CPAN, and you upgraded Module::CPAN. This was a bad idea. :( Search the list archives for more on this.
You should be able to revert to a MakeMaker.pm module that works by upgrading to (or reinstalling) the latest perl package for your distro, such as perl-5.8.8-10.el5_2.3 (this is current for COS5). Stick to rpms for upgrading perl modules/packages, and you should be fine. CPAN modules have not been thoroughly tested with the base distro, nor the toaster.
