There is an issue in the way QMT is configured that will not allow
you to turn off webmail for specific users. I put the options in
Qcontrol because I plan to fix this in QMTv2

To disable webmail access for users, disable imap access.
The issue has to do with a reporting flag in tcpserver (if I remember
right). It reports localhost instead of the user's IP address/rDNS, so
blocking is not possible or you would be blocking all traffic from
localhost. There were some other issues tagged with this, but you would
have to search the archive for more details. I only remember the
generalities.
