I would certainly bump up this limit. Remember that there's a separate
one for pop3-ssl as well. You might need to add the -c option for
tcpserver in the /var/qmail/supervise/pop3-ssl/run file (mine defaults,
which is 40).

I don't know if tcpserver shows any sort of error when the limit is
reached or not. Connections may simply be refused at that point, with no
indication on the server. You might need to monitor the log, and assume
that if the limit is reached that there are some rejections happening.

i have a 32 bit system only but with dual core dual xeon 2.33 ghz machine
If you're not using a PAE kernel, then your system is only able to use
3G. See what 'free' says.
server load is around 0.5 - 4 during the day mostly below 3
That's a bit high, but not too bad.
i have not yet used dovecot pop3
vm.swappiness does not exist in the /etc/sysctl.conf of my server.
Adding that setting won't hurt, but it probably won't help much given
the low swap use already. It might come into play occasionally though as
you bump up other limits. This setting will minimize swapping, which is
generally a good thing when performance is a concern.
