Please consider following my earlier suggestion:
I would try contacting from another email account (Gmail, Hotmail or
some other well known free provider) the person you know there and ask
for him/her to find out what the issue was/is?

limit (per minute / per hour / per day / etc)
this error seems familiar, just like yahoo.com
and it seems qq.com is a portal, just like yahoo.com :P
