Yep,
that was it.. working now..
I just have to watch and be sure no one gets duplicate messages because I remember when I disabled was for duplicate messages
going to some inboxes

SA is invoked by simscan. There should be a
QMAILQUEUE="/var/qmail/bin/simscan"
setting in tcp.smtp file that causes simscan to be invoked.

Once simscan is being invoked, there is a /var/qmail/control/simcontrol file which controls what it does. SA and clamav can be enabled and disabled here.
