Cygwin is already quite up-to-date. 2.4.3 is a lot better than previous 
versions. The remaining factor of 8 of this version for the string 
concatition only partly affects the compiler step. I don't think that, 
under then known list of items we need to do this qualifies enough.

Maybe there are volunteers, but I don't think it fits well in the 
existing streamlined todo list for the next releases.

Yes, but only the compiler step. The tokenizer, treegenerator, 
optimizers, etc. don't profit from this optimizations. I think there are 
other areas which could mean performance improvements, too. But this one 
only affects out-dated versions of python and means to develop stuff for 
the past :)

It was already planned for some time and finally we have done it. I 
think the same. It should definitely makes it easier to start using qooxdoo.
