I'm still not sure if I understand your setup correctly. :)
Can you please post:
a) your @asset lines
b) the app code lines which use those resource ids and
c) the absolute filepaths (C:\...) to the images you want to use?
Are you having this issues with a source ("./generate.py source") or a
build ("./generate.py build") version?
So, is this your setup: Is "KardPoll" the qooxdoo desktop app using
"dcbase" as library?
C:\Business\dCipherComputing\Applications\QooxDoo\KardPoll\config.json:

...
"manifest" : "../dcbase/Manifest.json"

Where did you get those URLs? From the browser console (probably
shown as 404 requests)? What do you mean by "automatically generated
URI's"? How do you use them (similar to b))
What do you get when running?
qx.util.ResourceManager.getInstance().toUri("dcbase/fltIsEqual.png");
Is there more than one image named "fltIsEqual.png"?
