Frank confirmed that the question is solved:
Hi,
* yes, I'm sure qpdfview was completely stopped, before deleting conf files.
* setting "Toggle tool bars and menu bar with fullscreen" was unchecked
* I updated to latest daily version and menubar is visible every start of
qpdfview now :-)
