Actually, having stared at it for about 2 days I finally found the answer
staring me in the face in the faq (http://qpopper.sourceforge.net/faq.html)
under RedHat v7 and xinetd.  Isn't it funny that no mater how many documents
you read without finding the answer, it will come to you all by it's self 10
minutes after you embarrass yourself by asking ;-)
