Having a large queue is much preferable than having corrupt mailboxes due to hard quotas and having to delete mail by hand for the users from their tempdrop. As for the mail bouncing, if a system has some bad MTA/LDA, a lot of mail would bounce anyway, since the spool gets locked anyway with the current implementation (for less time though). The mail should stay on queue.
