I would have no use for that, because i want some plugins to run for
all users, e.g. a plugin checking if a mail address with a local target
does exist. I also do virus scan for relaying users to prevent users

Just skipping all plugins is way too broad.
Then my suggestion to you would be to have a meta plugin that calls the
other plugins. Robert patched so that it was easy to run other plugins.
