Atlassian's Jira, maybe? It's free to use for open source projects,
but I don't know the exact licensing terms. I know that Hibernate uses
it. What's more, it gives enough possibilities to be used as more than
a "plain" issue tracker (we use it internally and it steers our whole
software products, including our SaaS platform).
