it may be possible to port the backend to windows, but this configuration is not supported or tested. I also expect at least a part of backend functions (related to video rendering or QIODevice based playback) to be missing. I'd not recomment using the gstreamer backend on windows this unless there are really good reasons to do so, it's not a supported configuration.
