Have you tried Packard's Tar Soap.  Its available in bar form or as an  
ingredient in some liquid shampoos.  Have you check for lice?

a dermatologist or  something. Because some days it drives me crazy. I can't 
reach that spot very  well to scratch it, I can barely reach it with just 
the back of my hand/thumb.  And that doesn't scratch it very well.
 
For the lhast year so  I have Kept my hair very short. I was thinking maybe 
one of the times when  they cut my hair short using a pair of shears, the 
shears somehow scratched my  scalp and irritated it.
