[q] I can not get my Quadra 700 to start up from an iomega zip disk, using 7.1 or 7.5 systems

what is the secret to doing a startup of a quadra 700 from a zip disk?  
Without that,  can not install netbcd.

I also have no cds that will start up, I get the sad mac with
\00000000001
and 00000000F
Any suggestions on where I can download the appropriate iomega software 
because sys 7 is old now.
