Highly unlikely.
Have a look at "show ip ospf neighbor" first to see if the adjacency is
up.
If it isn't up, the common problems are:
- not having OSPF enabled on a common IP subnet on both routers
- mismatch in some parameter that must match, e.g. the Dead timer
- Firewalling blocking OSPF somehow
