I think that the clamping down is a very recent thing. Practical Performance Cars has an article on it and SVA in the current issue, but they're obviously a little more concerned about if it applies to heavily modified cars. I wonder if the change is related to the new European Directive on type approval for cars that's also forced the introduction of IVA - the directive's 2007/46/EC, and you can view all 160 pages of it from http://www.dft.gov.uk/pgr/roads/vehicles/sectionecwholevehicletype/. Interestingly, it appears to suggest (no, I haven't read the whole thing - just skimmed it) that if your car's been approved under the EU rules then you can register it in any member state - maybe it will help those lucky whatnames who've moved to warmer parts of Europe!
