The one way valves in the fuel pump should normally stop the fuel draining back to the tank. So some thoughts:
A duff new fuel pump. Dirt/rust from the fuel tank getting under the valves in the fuel pump stopping it shutting fully, is there a inline fuel filter and is it before the pump. A air leak in the fuel pipe before the fuel pump, this wouldn't leak much if any fuel as it's under suction.
