It's normal for the fuel filter to have an air bubble in the top half of 
it above the outlet pipe (assuming the filter is roughly horizontal) but 
this won't cause a problem.
If there are little bubbles in the fuel coming in then it does sound 
like it could be sucking in air somewhere.
Really it's just a case of looking closely at the fuel pipes, the rubber 
ones for splits and cracks and the metal ones for rust.
You can't do a pressure test without dropping the petrol tank to get at 
the pipes on top of it.
