Ok, thats fairly easy.
The rev counter signal goes from the revcounter to the -ve terminal on the ignition coil via a green wire, the only one in that area.
It may go via a plug in filter mounted near the coil which is connected  via a 2 pin bullet type connector, this may be missing.

So the first thing to check is that wire, check it end to end with a meter set to continuity with the instrument cluster unplugged.
