It's a void in the fibre glass. The drain hole below the hinge was too high in mine allowing water to collect. There is a 'fault' in the fibre glass along the top of the steel section which allows water to travel along and leak out into the front footwell.
There have been a few solutions to this problem. 1) cutting back inner cover, filling with foam, trimming, waterproofing and fitting cover panel. Jim's. 2) potting compound poured in with the car at an angle then hole redrilling. Mine. 3) something else. I think it might have been Tony p. Sorry to anyone I forgot.
