It's the void between the outside of the wing, the door pillar and the face of the steel box section. The open side of this is covered with a trapezoid shaped flat bit of fibreglass bonded in. Then the inside is covered with rubber compound but quite often it doesn't totally seal, especially in the corner where the horizontal section of the steel tube goes under the door sill and the water then runs round the tube and comes out in the car.
I presume you'd seen the bit on my web site.
