The point of the IVA manual though should be that it listed the rules
that somebody needs to follow when building a kit car for it to pass the
IVA.
If i'd built a car complying with what is in the IVA manual and then the
inspector decided he didn't like it i'd be very unhappy indeed.
Especially if it involved significant changes like welding seat belt
brackets to a powder coated chassis etc.
Is there an appeals procedure for the IVA like there is for the MOT ?

Is your local test centre over-zealous? I remember your note about
needing
4mm plate for the seat belt anchors.
The IVA manual still shows that composites are acceptable (obviously with
guidance given re lay-up and load spreading), and all they state for
metal
is that the welds should look to be good etc etc. I'm not, of course,
questioning what your experience of IVA (I only have SVA experience),
and
recognise this could be an issue because (strangely) there seem to be
local
variations even though there is a manual/set of rules.
