Gimmick. I bought one years ago out of curiosity. Never saw any benefits from it, but it did suffer from arc erosion at the point where it screwed into the ht lead, which led to a misfire. And it did (even when not arcing) cause a lot of radio interference.
If manufacturers could get demonstrably better mpg or performance for so little cost/effort, they'd be fitting them as standard.
