The rev counter would read something even if it's not the correct one.
If your test meter gives you a RPM reading on the wire into the instrument cluster then it's probably a faulty rev counter.

But, I suspect it's just not connected between the new engine loom and the old car loom.

If the ecu is inside the car then it's probably easiest to cut the existing wire to the rev counter and connect it directly to the RPM output on the new ecu.
This should get you a reading but it will be twice the correct reading.

To get the correct reading you will either need to change the cluster to a Zetec one, or connect the rev counter instead to one of the new coil wires (how it would have been in the CVH) but you will need the CVH suppressor in series with it.

Subject: [Quantum Owners] Re: Rev Counter

Hi Jim

The zetec loom is wired in and the existing loom is 1.6 CVH could
escort fiesta. Did wonder wether to get a rev counter from a later car
ie zetec everthing else is fine I changed the fuel pump to a 2.0 zetec
one as it was hunting and that cured that problem. The revs show on
the meter when you connect to ECU..
