core-admin core3 generates manpages from RST using sphinx. This will remain
that way, since it makes easier to post them also in HTML using
readthedocs.io:

Sphinx is however specific to python. One obviously can write manpages for
other tools using sphinx and rst, but there is no obvious benefit aside from
nice sphinx extensions to RST.
